The safety plan will be the result of a data-driven planning process and will establish a direction for policy development in the Regional Transportation Plan (RTP).
This planning process relies on input from a diverse group of stakeholders from multiple disciplines including law enforcement, engineering, education and marketing, advocacy, emergency medical service, transportation planning, and public health. Agencies represented include:
The safety plan development process will use a data-driven approach to assess current conditions and guide the overall process. Data used in this planning effort includes the National Highway Traffic Safety Administration's (NHTSA) maintained Fatality Analysis Reporting System (FARS), as well as, the Oregon Department of Transportation's Crash Data System (CDS).
Data summaries for this planning process can be found in the power point presentations presented at stakeholder meetings, as well as, through the MPO data portal, where crash data that is Summarized by Mode can be found. The Core Measures data provides information related to safety measures adopted by Federal and State transportation safety agencies. The safety plan's SAT will provide traffic safety expertise from their respective disciplines, but it will be necessary for focus area groups to better understand certain areas. These areas may concentrate on safety problem areas such as drinking and drugged driving or non-motorized traffic safety, or focus on discipline areas and counter measures such as engineering design standards or law enforcement. The SAT will decide the most appropriate way to organize the focus groups and gather additional information for the LRTSSP.
