Medicaid
Individuals who meet specific income, resource and age or disability criteria may be eligible for medical benefits through Senior & Disability Services.
Medicare Savings Programs
You may qualify to get help paying for your Medicare premiums. One part of the federal Medicare Savings Programs is QMB or, the Qualified Medicare Beneficiaries program. QMB is a Medicaid program that helps people with Medicare pay for their medical care.
QMB
QMB has two benefit packages:
- QMB-BAS (basic)
- You will have no deductible, coinsurance or co-payment for Medicare covered services you get from doctors who participate in Medicare or Medicaid, or are in your Medicare private health plan’s network. This program also pays for Medicare Part B premiums
- QMB-SMB and SMF (Specified Low-income Medicare Beneficiaries)
- Pays for Medicare Part B premiums only.

Medicare
The most common insurance coverage that seniors and people with disabilities carry is called Medicare. Medicare is the national health insurance program for people 65 years of age and older, certain younger people with disabilities, and people with End-Stage Renal Disease (permanent kidney failure with dialysis or a transplant, sometimes called ESRD). Senior and Disability Services does not administer this program.

Oregon Health Plan
The Oregon Health Plan (OHP) is a medical assistance program for low-income Oregonians administered by the Oregon Health Authority. Covered benefits in the OHP Plus package include physician services, hospital services, limited dental, mental health, immunizations, prescriptions, family planning services, maternity, and most preventive services.

Senior Health Insurance Benefits Assistance
The Senior Health Insurance Benefits Assistance (SHIBA) program uses trained volunteers to help people with Medicare make health insurance decisions. They can help you select a Medicare prescription drug plan, find out if you are receiving all possible benefits, compare supplemental health insurance policies and more. View the brochure.

SNAP
SNAP (formerly known as the Food Stamp Program) is a federal nutrition program. The program provides benefits in the form of a debit card, which can be used by low-income people to purchase the foods they need to be healthy.

Veterans Services
There are many ways that a veteran may qualify to receive quality Veterans Affairs health care. Veterans receive high-quality, low-cost health care from highly trained VA physicians and clinicians with many specialties to serve patients. Veterans may also be able to receive prescription medications.
